Levels of Competence

What does it take for an idea to be successfully implemented?

With democracy for instance, you need to have high levels of competence spread very widely, as large numbers of voters determine outcomes. But with science, you need brilliance in some scientists, then lower levels of competence in those that spread the ideas through marketing and commercialization...
The ideas that require the least dispersion are those that make the most progress, which is why the progress of politics is very slow and science very fast.
