In 1990, Frank Moreno was arrested and jailed for burglary.

He was released on parole.

He was arrested again and jailed again.

He was released on parole.

No, Outraged Readers, the above is not the result of sloppy proofreading by your favorite editorial team. Moreno was paroled and arrested three times before his most recent release and arrest.

We don’t know how many lives he ruined on his first three “furloughs,” but the fourth time he went on a spree of rapes, during which he is alleged to have attacked at least three women.

Most outrageous of all is the fact that even police officers and Moreno’s own parole officer could not legally keep track of him after his most recent release, due to a bureaucratic foul-up and confidentiality laws.

After his most recent release, parole officer Charles Adler made an attempt to contact Moreno at a detoxification center, but was refused access to his own client. Moreno later walked away from the inpatient drug-treatment house, but no one informed his parole officer or police that Moreno was now loose on the streets. Confidentiality rules prohibited the treatment house staff from telling anyone — even his parole officer or the court — that Moreno had left.

“That’s a huge error. I’m just in awe,” said the director of a Utah prison watchdog group. “This destroyed at least three women’s lives.”
